Special Letter of Understanding: As a result of recent court decisions and legislative action to change negotiated retiree benefits for past and future retirees, the parties agreed to expressly acknowledge that it is the intent of the parties that retiree and health retirement issues are a vested benefit that are unalterable and will prohibit any change or reduction in benefits.

Wage increases:

  • 1st year – 2% wage increase
  • 2nd year – 3% wage increase

Other important economic issues:

  • Second Tier Employees Vacation Schedule: Adjusted for more additional time in the beginning of their service
  • Uniform Cleaning and Maintenance Allowance: Increase to $600 annually
  • Optical Coverage: Increase to $300 every two years
  • Employees in Defined Contribution will have the City’s contribution rate increase from 11% to 12%. Employees in the Defined Benefit will have their COLA adjusted upwards $25 per month
  • The City will be allowed to hire part-time dispatchers
  • Current dispatchers’ educational allowance for tuition and book costs will be increased from $100 to $1,000 per contract year
  • Dispatcher MED premium incentive increased from $950 to $1,100
  • Employees’ merit compensation increased by $500
  • Retiree language added protecting future retirees from any impairment; the benefit is a lifetime benefit

  • Multiplier: Change from 2.5% to 2.8% for all employees
  • Institute directed traffic enforcement, a 12-month trial period, guaranteed overtime detail for bargaining unit members
  • Shift Premium: Increase from $.40 to $.70 per hour
  • Holiday Provision: One additional holiday
  • Healthcare: Re-opener 2019
