Special Letter of Understanding: As a result of recent court decisions and legislative action to change negotiated retiree benefits for past and future retirees, the parties agreed to expressly acknowledge that it is the intent of the parties that retiree and health retirement issues are a vested benefit that are unalterable and will prohibit any change or reduction in benefits.

Other important economic issues:

  • Increase tuition reimbursement to 75% City pay up to $1,250 each semester, two semesters a year. Staff and Command School counts against reimbursement because paid for by employer. In exchange, delete one-time $300 payment for college degree.
  • Increase comp time accumulation to 168 hours from 84. Half to be used at employee’s discretion in combination with vacation time/half used at discretion of the Chief (no OT cost to employer)
  • Employee can move excess accrued time to a Gap Bank up to 480 hours, to be used as short term disability up to start of long term disability. Payout for all accrued comp time (during year)
  • Detective/Sergeant to receive one (1) hour overtime for call-in. Received nothing before.
  • Change Vacation, Sick Time accrual to paid time off (PTO). PTO can when used as vacation be used with comp time. Grandfather existing employees with LOA.
  • Sick Time incentive removed from contract.

  • Pension Contribution: Increase by employee to the pension of 1% beginning the first year of the contract, an additional 1% the second year of the contract, bringing the maximum contribution of an employee to 9.5%. All future employees will remain in the Defined Benefit pension program.
  • Evidence Technicians were granted an additional eight (8) hours of comp time.
  • Personal Leave Days were increased by 24 hours.

  • Health Care: Employer pays premiums to PA152 hard cap. In network deductible increased from 500/1000 to 750/1500. Office visits increased from $25 to $30. Chiropractic increased from $10 to $20. Prescription rider increased from 10/30/45 to 10/40/80.
