On Thursday, April 17, 2025, POAM Executive Members Anthony Hall, Livonia Police Officers Association, and Alex McNulty, Canton Township Police Officers Association, testified before the Michigan House Government Operations Committee in support of House Bills 4260 and 4261, the Public Safety Trust Fund Legislation.

Public Safety Trust Fund

House Bills 4260 and 4261 would create the trust fund and deposit $115 million of annual sales tax revenues into it. The plan would distribute $72 million to cities, villages, and townships, based on their share of statewide violent crime. The plan requires local governments to use the resources to increase support for public safety and violence intervention efforts.

These critical pieces of legislation would direct a portion of the state’s sales tax revenue into a newly established Public Safety Trust Fund. If passed, this funding would be allocated to local police departments and county sheriff’s offices across Michigan, providing much-needed resources for equipment, recruitment, retention, and training initiatives.

Hall and McNulty spoke directly to the urgent needs facing departments across the state, citing staffing shortages and increasing demands on law enforcement professionals. Their testimony reinforced the importance of sustainable funding to support safe communities and effective policing.

We are pleased to report that the committee voted to approve the bills, marking a key step forward in securing dedicated funding for public safety. HBs 4260-4261 now proceed to the House floor, where House Speaker Matt Hall is expected to hold a vote on the priority legislation in the days ahead.
