Frank A. Guido has served as General Counsel to the Police Officers Association of Michigan and its affiliate organizations since 1985. From 1980-1982, Mr. Guido served as a Dearborn Assistant City Attorney. He joined the Law Office of Howard and Guido in 1982 where he began representation of POAM. Mr. Guido received his Bachelor of Arts degree, with high distinction, from the University of Michigan-Dearborn in 1977 and Juris Doctor Degree from Wayne State University Law School in 1980.
Mr. Guido specializes in collective bargaining, contract administration, grievance arbitration, unfair labor practice proceedings, corporate, administrative and criminal defense matters. He has appeared before the National Labor Relations Board, Michigan Employment Relations Commission as well as State and Federal courts in labor arbitration and criminal/civil trials in Michigan , Ohio , Missouri , Washington , D.C. and Florida . In addition, he has argued successfully in numerous labor matters in the Michigan Supreme Court.
Mr. Guido has authored labor and criminal law articles which have appeared in the Law Enforcement Journal and Police Commander publications. He has been a visiting lecturer at the University of Michigan-Dearborn and Wayne State University regarding labor law topics. He has also lectured on behalf of the National Association of Police Organizations, POAM, and the Michigan Employment Relations Commission and the Michigan Municipal Risk Management Authority concerning labor and criminal law matters, including Garrity rights. Martha M. ("Marty") Champine is an Assistant General Counsel for the POAM and its affiliate organizations. Marty graduated from Madonna University , Magna Cum Laude, with a Bachelor of Science Degree in Social Science.
Marty received her Juris Doctor Degree, Cum Laude, from the University of Detroit Mercy in 1992. From 1992 to 1995 she was an associate attorney practicing in Bingham Farms, specializing in civil litigation, labor, commercial, and family law. Since joining POAM in 1995, Ms. Champine has scored impressive victories for members in many high profile cases.
Marty continues to stay abreast of all labor law issues as an adjunct assistant professor at Madonna University in Livonia , MI where, since 1994, she has taught law classes in the Criminal Justice Graduate Studies Program. George J. Mertz is an Assistant General Counsel for POAM and its affiliate organizations. Prior to joining POAM George worked in the Gaylord office of the law firm of Plunkett & Cooney, P.C. As an associate attorney with Plunkett & Cooney he practiced insurance defense litigation and acted as a Prosecutor for the City of Gaylord . George received a Bachelor's Degree in History from Michigan State University , and earned his Juris Doctor from Michigan State University - Detroit College of Law in 2001. While attending law school he clerked in the Executive Division of the Michigan Attorney General's Office.
Mr. Mertz services POAM groups in all of northern Michigan from his office in Gaylord. He also maintains an office and regularly attends staff meetings at the POAM headquarters in Redford.
In addition to his legal background, George brings a personal connection to POAM as his father was a police officer for 31 years and also served as President of his local POAM Association. Douglas Gutscher comes to POAM from St. Louis , Missouri where he graduated from Southwest Missouri State University with a Bachelors Degree in Political Science. Doug obtained his Juris Doctor from Michigan State University College of Law. Mr. Gutscher served as an Assistant Prosecuting Attorney in Barry County, Michigan where he caught the attention of POAM and earned the respect of local police officers.
Doug has applied his previous experience wisely as he represents a large portion of members enrolled in the Extended Criminal Protection Plan. Gutscher has experience prosecuting and defending serious felonies, including capital cases along with representing members on every other facet of labor law including but not limited to; unfair labor practices, grievance arbitration, employer and Garrity hearings, etc... NOTE: At least one POAM attorney is on-call and available 24-7-365 in the event of a critical incident. |
