POAM Executive Board Meeting Minutes
1. The January 11, 2008, Executive Board Meeting was called to order by President James Tignanelli. The meeting was held at the POAM office in Redford, Michigan.
Present: Tignanelli, Kuhn, Birdseye, Funke, Grabowski, DeVries, Pushee, Beerbower, Valentine, Griffin, Loftis, Scherer, Zacks, Lewis, Allgeier, LaMontaine, Hochstein.
Excused: Radovic, Spidell, and Atkinson.
2. President's Report
President James Tignanelli conducted the meeting. Introduced special guests: Congressman Joe Knollenberg, Tim Ward (State Lobbyist), Jack Bolling (Attorney), John Higgins (EMPCO).
3. Vice President's Report
Vice President Dan Kuhn presented the following applications to RPOAM:
1. Jack Eckenrode, Clinton Township
2. Michael Stroup, Livingston County
3. Thomas Dorsey, Livingston County
4. Paul Eggleston, Livingston County
5. Stephen Boteler, Flat Rock
6. Michael Oliver, Waterford Township
Motion by Wayne Beerbower, seconded by Greg Allgeier to approve all to the RPOAM. Carried unanimously.
4. Secretary's Report
Motion by Tom Scherer, seconded by Dan Kuhn to accept the minutes of the October 19, 2007 meeting (from the Fall Seminar). Carried unanimously.
5. Treasurer's Report
Motion by Jim DeVries, seconded by Mark Zacks to approve the Finance Committee meeting minutes of January 10, 2008. Carried unanimously.

7. New Business
A. EMPCO Inc. presentation by John Higgins. Promotional test company for municipal agencies (police and fire). EMPCO currently assists 20-25 law enforcement agencies in our state. Testing procedures are broken down into three categories: knowledge, skills and abilities. Exams should be validated and should allow the opportunity to challenge all questions. (See insert).
B. Congressman Joe Knollenberg discussed Federal funds. Money for Terrorism and Homeland Security, POAM advised Knollenberg that funds seldom get to the local law enforcement agencies during the distribution process.
C. Tim Ward, Legislative Lobbyist, states the Governor is working on several issues including energy and health care.
D. The House is up for re-election this year. The Senate is not up for re-election.
E. Attorney Jack Bolling (former police officer) advises Board on services provided to police officers for estate, trust and wills. (Insert on file).
F. Wayne Beerbower represents POAM in Lansing to address the House of Appropriation Committee regarding the sate of law enforcement.
G. The Spring Convention will be held in Grand Rapids at the Amway Grand Hotel on May 21, 22, and 23, 2008. All PO of the Year nominations are due at POAM no later than March 14, 2008.
